It's not so much the buildings that make bad conditions - it's staffing levels.
I haven't seen your buildings, but here they were built to last and if you maintained them well and kept them clean they were better than the crappy cardboard buildings they put up now. Neglect is what made them bad - here at least.

lot's of termites here - lots of hollow branches under trees in the bush - but i imagine you would find a lot of snakes in them. Not something i'd play with.

Oh, I agree and often these old buildings were built with good intention, lots of light open spaces and what have you.
I think we're probably going to be coming from the same direction but as well as levels of staffing I'd say it was also about investing in staff, as well as a whole heap of other stuff.
