It really looks that way, doesn't it? The following sections really stood out:

He also mentions sports science a couple of times, which would indicate that he's highlighted the problems we seem to have with conditioning and so forth.
All in all, it's a pretty clear message that he doesn't rate the way the previous set up operated.
