I'd buy Warrington Wolves from Simon Moran.
Then I'd get Phil Clarke in as Director of Rugby and statistical analysis in charge of the signings so he would bring in quality players like Hock and Tomkins. I'd also insist on us bringing Gleeson back to replace Matt King. Tony Smith would probably be unhappy about board interference so we'd part company by mutual consent with best wishes for the future and I'd get Hanley in as coach.
Also I'd buy the struggling Sale Sharks and rename them Warrington Wolves RU and play them out of the HJ in a bid to get a RU franchise up and running in Warrington and run a joint code venture like Hetherington has done with great success at Leeds.

Guarantee (daily) advertising space to all British newspapers, on the proviso of employing dedicated RL journalists. Schmooze/blackmail (dependant on my mood), Barbara Slater and Helen Boaden.
Didn't William Webb Ellis pick up the ball and run, someone should really tell Rugby Union.

Too many sports to split my money between.
Think Everton need a bit of financial assistance more so would give a fair bit to them. Warrington - a few million for stuff like stadium expansion and pay for free coaches to all away matches.
Would also buy a Green Bay Packers season ticket which would mean I'd need a private jet aswell.
