It's pretty unrealistic too isn't it? I can't say I've ever heard of a youth player refusing a loan move. Perhaps if it's one outside of their geographical comfort zone or if they aren't considered a first team player at the other club possibly, but it should then give you that as their reason.
I've got a regen currently who is 16, his stats are good but his physicals are dreadful, so I wanted to send him on loan to a lower league side to build him up for the rigours of the Premier League. But he's too good for that apparently. Doesn't have a problem with the Assistant Manager putting him on the bench for the Under 19s away to Barrow though. So I tried him in the Premier League and his condition was 48% by half time. I've put him back in the Under 19s now. Daft.

Got Bristol City promoted to the PL in my first season, winning the playoffs after finishing 5th in the league. I decided that a complete overhaul of the squad was needed, so I decided to go for experience to help the team along. The 7 players that weren't registered were sent out on loan in case I needed them next season. Hernan Crespo, Robert Pires, Robbie Fowler and Marc Van Bommel were all signed on free transfers and I have them all tutoring young players to help them through.
The season started badly, playing United away first game was never going to be easy, and I lost 3-0. Drew my first home game 2-2 against Everton before losing away at Birmingham 4-1 and Chelsea 2-1. Looking like I need a new centre back and goalkeeper since David James is now 41, any ideas for players?

Just had this crazy game in the PL with Bristol City:
I'm on the verge of relegation, with just 8 points from 25 games with the team just nowhere near the quality of other teams. David James' injury means I have an 18 year old in goal who has been impressive in some games, obviously not this one though...

Stupid question really, but is there any way of making Michael Owen not be such a crock? Signed him and he is in great form (8 goals in 7 games) but he can only play 2/3 games before getting injured for weeks. Now he's just been injured for 4-5 months. I play him in the reserves for a couple of games before bringing him into the first team, but he gets injured there too. Any (sensible) suggestions are welcomed!
