Because the rule you state is that managers have to provide post-match interviews to the media. Would you consider Fergie saying "No comment" to every question to be providing an interview? I wouldn't, I don't think many people would, so Fergie doing that would be treated as a refusal to give an interview.
Personally I couldn't really give a to55 about interviews with footballers and managers. They're a complete waste of TV air-time IMO. But I'm in a minority in that and TV companies give a lot of money to televise football which massively benefits every top level player and manager. TV companies feel that the best coverage includes interviews with the important players and managers and they are right to insist that they give them.
