Hopefully the RFL will take all this into account when awarding license's
Who was the first team to ask for dispensation when the new rules came in?
Which team has consistantly pushed the boundry's to get even more in?
Surely the RFL who tried to bring in this hard to enforce rule must be pretty annoyed by one club inparticular

They will be more annoyed with clubs who play un-registered players and use invisible ink to sign players.
