If they are given a licence in the next round , they must have to make some assurances of squad improvement. Although they are fielding mainly British players , their recruitment recently has been weighted toward loan signings and hoping to unearth talent from the lower leagues. A continuation of this policy will make them even less competitive , and they are already bottom of the pile.

Barrow, Halifax and Batley have also met the playing criterion, but if you need £1m turnover, a 10k stadium and a 2.5k crowd average, it is Widnes. The OP's link states that only Widnes qualify. We have half the equation already, then. Morbidly fascinating to see the rest of it.
