At half stake you get £10 at 4/1 = £50
At half odds you get £20 at 2/1 = £60
Hence the bookmakers use the half stake rule as it is in their favour along with many other rules...
But it is also the correct application of the rule as it is the stake which is relevant and not the odds. In a two-way dead-heat you have half a winner and therefore half of the stake is settled at the applicable odds and half the stake is lost.
