The exemption is something along the lines of players who were here in 2007 and didn't need a work permit I think (kolpack and EU passport). aussies were already subject to quota restrictions

wouldn't it depend which passport he came on, do you think if it was possible morgan wouldn't have another Aussie in?

Unfortunately most coaches have full quota year on year, still if an aussie/NZ/Tongan is better than an english kid the fans demand they are signed, even if they then spend a large part of their contract on the bench, are injured or just classed as a project.
