You're contradicting yourself surely? Nobody wants Liverpool to qualify for it, simple as that, and if City qualify their cheque book will be out in force once again and they'll be able to offer players CL football instead of Uefa or none at all. Thus making it even harder for anyone else to bridge that gap. Surely it can only be good for the PL to 'close up'.
Thats why out of the four in the chase it'll be better for the PL should Villa or Spurs get it, as they'll be much easier to displace than City or Liverpool would be should they get it.

Do you not think Spurs will spend money to bridge the gap if they finish there? I'm willing to bet Citeh or Spurs will spend more than us this summer, no matter where we or they finish.

Of course they will. But City will spend more (regardless of where they finish) but they'll (City) spend even more should they finish in CL positions. Plus the players they try and sign will be more tempted by CL football. Wage bills aren't everything (see Kaka).
City and Spurs will spend more, but thats more to do with you're financial muscle...'or lack of'.
