I thought it was pretty bad and due to the seriousness of the injury he deserves a far bigger ban!

TBF Phil just looked at the operation guidlines, and it states that.

2.3.4. Injury
-If the misconduct has caused injury to an opponent, this may result in a higher penalty than if no injury had occured.
- Panels may consider the length of time an injured opponent is likely to be out of the game when passing sentence.

So not 1-2 then thats just the guidline.

If found guilty, he will not be banned for the length of time Colbon is out injured. This never happens.
