If you mean a variant on the brown envelope and/or spouse employment schemes, no it doesn't. But that isn't what was being discussed. By definition any such system of working will not cause problems fitting a player in under the cap, which is the suggestion in the Mail article.
Clubs attempting to circumvent the cap regulations is a whole different discussion, and one that has been done to death over the years. Opportunities for doing so are, however, much more difficult to find an implement nowadays and getting more so year on year.
