You never know, however is it feasible to do the work whilst in season, could it go ahead without disrupting the games/attendance etc, if so it may work out ok for this season

Can't see why not, it would probably be less disruption than the North end as that was a right pain in the harriss due to the access around the East having to be compromised causing pedestrain bottlenecks at the end of every game.

I suppose the main issues would be around planning, in getting the area safe for several thousand people to be in close proximity to a building site every other weekend.

If there is no struggle, there is no progress. Those who profess to favor freedom, and yet depreciate agitation, are men who want crops without plowing up the ground. They want rain without thunder and lightning. They want the ocean without the awful roar of its many waters. This struggle may be a moral one; or it may be a physical one; or it may be both moral and physical; but it must be a struggle.

The last extension was still being built during the season if my memory serves me correct. So long as the public are denied access its ok.

As things stand I don't think HKR have much to worry about, but being cynical I don't think it'd do any harm for building work to be seen by the RFL when they switch on to see Rovers first home Sky game, ahead of the franchise assesments (end of 2010?). Not a big deal and not worth deliberately planning for, just a possible fringe benefit.

The arrangements must have changed since the NHS PCT report on 26th November when the funding was announced - the NHS funding is retrospective:

"The extension of the East stand at Craven Park will be subject to planning permission and has been factored in to Hull KRs plans for the wider re-development of the ground. Building work will commence on this development in 2009-2010 <ie y/e March 2010> with occupancy by NHS Hull available in 2010-2011, the same year as payment would be made to the club.

With the Hull KR development, payment would be made in 2010 – 2011 after building work was completed, again enabling benefits to be made in the same year.

Could similar circumstances make up a percentage of the net liabilities in the last set of Rovers accounts Mrs B?

Surely the turnstiles will take priority, otherwise you won't be able to let in the fleece the fans club members. Yer name won't scan, yer not coming in :)

Could it be that Rovers payed up front for various projects/developments which then had to be shown as a loss on the balance sheet until the grants etc were paid to Rovers retrospectively. Does that make sence, i'm not a chartered accountant like yourself.
