No that's the luck of the draw one tie could see someone go out at say +12 but someone might go through being -3. Same as the FA Cup you would not want to draw a Man Utd (Wanderer) but would be happy to get Boston United (mentioning no names as a comparison).
I think if it was to work both players submit they're entries by PM to someone and only get posted on here when both tips are received.
I'd say keep it daily and if a prediction is not received they lose 10 anyway.
Think it should be something going forward and getting new people in if possible not just the same old 5 and 6 from before and keeping it short and sweet (8 entries can be all decided in 3 weeks) should keep the interest and if you get knocked out another one comes round soon enough.
