The cap breach was because image rights paid by Publico to Iestyn bloody Harris, treated as outside the cap by the club, were dragged into the cap - seemingly a technicality that the club I believe still feels aggrieved about.
Because the cap audit for year 1 was not completed till well through year 2, and because by then it was far too late for Bulls to reduce cap spending in year 2, we ended up with breaches for 2 years (this and similar had a lot to do with the introduction of the real-time salary cap, to stop this utter nonsense happening again ).
The RFL was very lenient anyway (unlike with e.g. Wigan) and imposed the minimum available penalties - both in terms of points deduction AND in terms of fines (which were modest, and much was suspended anyway)
Bulls only won ONE trophy in - or since - those years.
Also worth noting that the club is solvent and breaking even. Few clubs can say that.
