It's entirely possible that other SL clubs are late and it just hasn't hit the headlines.
It's also likely that the amount of delay involved will depend on the complexity of the situation and this will vary from club to club.

I wonder how rare late submissions are withing companies in general, I doubt its limited to two RL clubs sharing the same city.
