AFAIK you are correct. £221 is the flat price of a Well/ East Stand pass (£260 for a seat) if you aren't a Club Rovers member - if there are any left by the time that non-Club Rovers members are allowed to buy.
Re. previous comments - it would seem logical that existing pass holders can get a discount if they join Club Rovers after Aug 1st but the word in the leaflet aren't totally clear on that.

As i understand it The following format applies to East stand supporters As an existing passholder. If you become a paid up club Rovers member before 17th August, then you are eligble to renew your pass at last years price which was £179, you can do this from August 17th to August 23rd ( phase 1)
For new passholders they must join up to the membership(£60) before the 24th August when phase 2 comes in, then they also can purchase their passes at last years prices£179.
They can do this from August 24th to september 30th (PHASE 2)
Anyone who buys a pass after 30th August will have to pay the full ticket price which will be £221.For people who do not have the ready funds at present, can pay installments between the begiining of September and January.
This package will apply for the next two years so, if you work out what you will save on this years pass and next years, given the fact that the normal season pass price will have to go up again next year, you will save around £44 over the next two years on passes, however if you take next years proposed nominal fee charge on top, then the savings are not going to be that great. i think the intended nominal fee next year should be scrapped. The above examples apply to East stand passholders, hope this helps.

so if you buy in phase 2 you dont get a half price derby ticket? and if u buy after phase 2 its 18 quid cheaper (yet no benifits)

I just rang the shop and they said that you still got the discount after the 23rd of August justthat you weren't guaranteed theres any left.... now I'm seriously confused...

Don't forget that, although by joining Club Rovers for £60, you get a discount off this and next year's pass (which we used to get for free by buying early!) there will be a nominal charge for Club Rovers membership next year to fork out too. Nobody is quantifying this charge. You would expect it to be much less than £60 but people need to factor this in to whether they consider Club Rovers is for them.

Yes that is correct, as i have stated in paragraph 2, you can still get the discounted tickets £179 between August 24th and August 31st.
of course they mention the fact, if there are any left, (sales talk) they will say that in the hope that people will rush to by them in case they sell out beforehand,
However i am at a loss to understand how they can say that anyway, because surely the number of membership places must equate to the number of east stand passes available .

No I meant they said there wasn't and end date to discounted passes once you had joined CR, just there was only an exclusive period prior to going on general sale. I thought like you it was essentially a 2 week window to get the discounted ones in but they said not.
