Video replys mean nothing as far as forward passes go, thats why we sensibly don't allow video calls on them.
The angle that is shown on Hull FC's website would suggest a forward pass, momentum however does come in to play and I can imagine that from another angle that it wouldn't look like one.
Either way, it was a very close call. People saying it was a clear cut decision or a "mile forward" are clearly just seeing what they want to see. As are those that say it definetly wasn't.

Finally a sensible take on it, you're quite right why they don't go to the 4th official, it is solely the call of the ref, he called forward, and he's is the only opinion that matters as far as the game goes, so the record books will just record it as an error, end of, think it's time to lock this one, the well is dry.
