But the point was that Salford only won their SL slot through licensing, this is not correct, had automatic promotion and relegation been in play they would have gone up anyway.
Crusaders would have been losing finalists and would have stayed in NL1 in any other year.

How would they have been losing finalists?
Salford would have gone up automatic and Crusaders made the final which meant they were the best of the rest so to speak.

So basically the RFL stuffed up their ' balancing ' of Quota and salary cap excemptions for the Crusaders
