It isn't even a particular exceptional exception - other clubs have (I'm thinking of one in particular here ) and in a couple of cases still maybe do (Catalans? Celtic?) play(ed) 'outside of the rules'.

As a supporter of Hull FC (punished in 2008 for breaking competition rules) and L**ds Utd (punished in 2007 for breaking competition rules) I'm sure you are an authority on the subject.

If rules are broken penalties are usually imposed.
Being as this has not happened in Rovers case, then it is clear that ALL their players are playing 'within the rules'.
