Maybe, but you can say that about every chairman who makes a good managerial decision. Making a good managerial decision has nothing to do with the passion of having a supporter as chairman.

Us real fans don't look over our shoulder at our neighbours and do whatever we can to get one over on them. We look at the bigger picture. And this is the reason why Rovers are and will forever be considered a small club. Because their fans and board would rather get one over on Hull FC above anything else.

You might want to take a close look at their financial situation before singing the praises of fans and ex-players being in charge of the club. They've focussed on the playing side but other important areas have not been so well handled, which could store up big problems in their not-so-distant future if not addressed as a priority.
I'd prefer a mix of directors with some not being so emotionally involved in order to provide checks and balances.
