It's referred to RL players,supporters,officials,By the union mob towards league.

However, "Mungo" is also the name of a mentally retarded cook in a Monty Python sketch. One imagines they're making some kind of link between 'northerness' and jaw-jutting brain damage, but to be honest it's not a particularly imaginative insult...
