Raw was ment to come from Denver (I think). However the Denver NBA team (the nuggets ) are in the NBA play offs so they told WWE they couldn't use the arena as they needed it. So Vince got a strop on and spent the first 15 minutes of the show, coming from LA, slating the nuggets and their owner with the usual guys in stupid wigs pretending to be them. Lucky for me I sky+ it because after the first 2minutes of this (which included a video package explaining why vince has his pants all bunched over this) i just had to spin on thru which is how I know the segment lasted 15 minutes.
And they wonder why people call wrestling lowbrow
God they're creatively screwed if they gotta fill time with this!

No, they don't have to fill time with nonsense like that, it's Vince's ego that means they do. There are loads of undercard wrestlers that they could have put in that 15 minute slot, but trying to score pathetic points over a perceived slight is far more important than actual wrestling in today's WWE.

They'd done a bit on this on NASN America, PTI & ATH. Basically Vince and the WWE made a firm booking with the arena in Denver many months ago. The arena and the basketball team are both owned by the same bloke and they were fully aware that the date was in the middle of the NBA play-offs and could possibly be needed if the Nuggets were still involved.
It does appear as though the teams owner thought so little of his teams chances that he was willing to take the booking. Once they did qualify TV then told them that game 4 would clash with Raw. Vince originally told them to do one, he'd made the booking in good faith, they could go play elsewhere. In that regard, he's got a point.
Obviously the rant on Monday night was Vince and his ego getting in the way, and as has been said the time could, and should, have been filled with actual wrestling, but the basic premis of the argument was sound.

Does anyone tune into RAW these days expecting to see any actual wrestling past the promos, backstage stuff, in ring rants and three on one beatdowns?
Still, when you got a roster full of folk who can't actually wrestle and TV time to fill you've got to do something I suppose...

They've got people who can wrestle, they just don't have the right "image" so Vince prefers to push his pet projects, which is basically lumbering non-wrestlers who he thinks look the part.
Oh, and you forgot the obligatory T&A segment in your rundown

Smackdown and ECW are really good for decent in ring action.

Yeah, cos Smackdown is the B show and they've learned from the Paul Heyman run that you don't try and be TOO good and show up the poor writing by certain head creative writers (ie steph) cos if you do you'll just take all the flak for a ppv that was changing without your consent or knowledge and ends up tanking.
And ECW is only there so Vince can prove anything anyone else can do he can do better. Or just ridicule the original product and hope that no-one checks your story
