I'm sick of these rich team buying all the best in england and from aboard ,we should make a rule from stopping these big teams doing this because it going to be like wigan all over again and a another thing,why can't a team spend the cap if they got the money but this salary cap is stoping the smaller club from spend it because there crowds arn't bigger enough..

I'm pretty sure all teams are allowed to spend the full cap regardless now, it's just that certain teams can't really afford to do so.
