There are three exceptions for a player to avoid quota player status. Those are listed below:-
1. When a player has played for a rugby team for six years, he is eligible to gain British citizenship and does not count under the quota.
2. If the player has a passport for any EU nation or a Kolpak nation.
3. If the player is from a Kolpak nation such as Samoa or Tonga.
I don't think those are the "federation trained" quota rules, although 1. is similar to the exemption the RFL pulled out of its ar$e to help some clubs out.

It was more like, no room for a Big prop as well as mr lyon. I think our only real weakness is now that there is only Graham as a great prop in our team.

I get the feeling it is deliberately misleading. The Superleague site is out of date as it still shows naming the 20 / 18 before matches not the 19 we have done all season.
The Wikipedia entry suggests Kolpak are still exempted which is why I listed the players from the list given earlier.
Are these 'targets' not 'rules'?

I was under the impression that its including Kolpak, which it should be but possibly against the Kolpack treaty, and certanly against European law.

Do old quota rules still apply alongside the club/fed-trained rule? I thought that had made the whole Kolpak situation irrelevant.
Overseas players here before Feb 2008 have been given an exemption and count as fed-trained. There was an RFL press release, which attracted some (though less than might have been expected) attention at the time.
I can't find the original page, but it is summarized here on a Salford news item:

They might use the term "target" instead of "quota" to get around laws on the use of employment quotas, it's a fairly common way of side stepping the issue.

It's drafted to side step such laws by not being about your nationality, but about where you were trained e.g. you can be a foreign national who is federation trained, just as you can be a British national who is overseas trained. But the whole thing is riddled with loopholes.

Quality by the RFL as usual. The best way to sidestep these rule is to say agree or dont play in superleague.
