I get the feeling it is deliberately misleading. The Superleague site is out of date as it still shows naming the 20 / 18 before matches not the 19 we have done all season.
The Wikipedia entry suggests Kolpak are still exempted which is why I listed the players from the list given earlier.
Are these 'targets' not 'rules'?

I was under the impression that its including Kolpak, which it should be but possibly against the Kolpack treaty, and certanly against European law.

They might use the term "target" instead of "quota" to get around laws on the use of employment quotas, it's a fairly common way of side stepping the issue.

It's drafted to side step such laws by not being about your nationality, but about where you were trained e.g. you can be a foreign national who is federation trained, just as you can be a British national who is overseas trained. But the whole thing is riddled with loopholes.

Quality by the RFL as usual. The best way to sidestep these rule is to say agree or dont play in superleague.
