I haven't seen a single shred of evidence that TOC is responsible for player recruitment. I would assume, from the actual job description given by the club, that he is just responsible for contract negations and admin.
All I hear is
'so and so said to me...' and
'I know one of the players and he said....'So, until there is definitive proof in the form of a statement from him or the club, it's just wild speculation. That's just not enough to condemn TOC and his part in the recruitment debacle imo.

If this was the case, SOC would be the one ultimately responsible for allowing this situation to occur and make his sacking of Steve McCormack look very dodgy indeed. This seems to be something the TOC conspiracy nuts don't take into account and skip over it altogether.
Maybe it will all come out that TOC was responsible for the recruitment fiasco, but until we see proper credible, evidence, I don't think it is correct to speculate.
