As measured by percentage of the local town population who regularly show up for home games:

1. Castleford, UK (pop. 67,000) around 10%
1. Townsville, Australia. (pop 143,00) around 10%
3. Perpignan, France (pop. 102,000) around 8%

Of course Port Moresby, PNG would win easily if it had a big enough stadium, which it clearly does not.

Thought Cas was only around 40k unless that includes surrounding areas too

143k and 102k, isn't that quite large for a 'town' ?
