For some ball parks yes. Fenway park and Wrigley field are two that spring to mind. The two oldest ball parks in baseball that each have thier own quircks. Wrigley can be pretty tough to bat in if the wind is blowing in.
Some of the more modern ball parks just tend to be baseball friendly, so home advantage is not as big a deal as it once was. A couple of exceptions to that rule would be minute maid park, petco field and the Mets brand new citi field, each have thier own little tweeks that can help generate home field advantage.
