what the people of wales have seen is just how competitive the superleague is and how tough the league is. Nobody is daft enough to think we should throw 17 welsh kids to the wolves so actually people are relatively patient.
The comp is about winning and losing, implicit in that is the possibility of teams losing every game which does not relate to licensing in my opinion.
More pertinent is exactly what is the point of this discussion at the moment?
Celtic will pull some wins out of the bag. You can't expect them to be seriously competing in their first year in SL.
