People do recognise this as a problem - it's just that it's not one that will be overcome by staging a game between two regional teams from Australia. Now if Russell Crowe wants to come over and promote international RL or WCC then fine, it would certainly help to rasie the profile. State of Origin would not. This is not fear of Origin - why would anyone fear it? As for War of the Roses, there is no passion for this and it would only serve to highlight the regional appeal of the game.

so russel crowe can raise the profile of RL games.

I actually don't think your idea is that bad, but then I also don't think it will help promote/expand the game of Rugby League in England as much as you think.
But as I said taking the origin game on the road in Aus is a fantastic idea and one they should look at in more states.

went to the CC final 2 years back st helens vs catalans
then went and watched around 10 games up north including NL1, NL2 and some SL games including the hull derby, wigan / saints at the JJB and bradford / leeds at odsal.
what that should tell you is that even a game between the two best RL nations only has a hope of filling a small stadium, why then do you think SoO which is played between to states of the world second best RL nation would sell out the English National stadium and bring a new unprecedented level of of support in London for RL?

a few weeks back you were trying to talk about RL in australia like an expert and if you live in the UK you cant have kept up to date with those that live here.
