Surely that is what most businesses do. Halifax would also do the same surely. If our scouts (i presume we have them) went to a game and saw a promising youngster would they first find out if he came from the Halifax area before making an approach, and if they came from Queensbury would they shy away from making any approach because he comes from the Bradford area? I think not....

At scholarship level you are only, in theory, allowed so many "out of towners". The Bulls broke the rule in 2008 by hoovering up Halifax lads...and the RFL did sweet nothing about it.
