Not worth the risk of including him in the squad then,being turned away on entry and having to revert to a different game plan.

No relaxation, they're just stating the bare facts. Anyone who turns up at the UK border without prior permission to enter is assessed and dealt with by individual immigration officers.
They all work to the same guidelines, however...

So that sounds like how that particular officer interprets the rules, rather than applying them to the letter as has been the case of late in Canberra.

It sounds like the UKBA firing a warning shot while being very careful to not appear to be pre-judging an individual case.
The two situations are identical. In both cases you have an individual interpreting the rules according to current guidelines.
