I think Tommy's career be best suited if moves away from Hull.
If Berrigan had 1 year left on his deal i could see Lee and Houghton sharing that role next year. However, as Berrigan has 3 years left and Houghton is way ahead of Lee there may only be one option for him unfortunately.

Tommy Lee has to move elsewhere for his own sake and, more importantly for the sake of our squad. We are currently paying a player who is, at best, third choice wherever he plays and that just has to be a waste of salary cap space.
The recent new signings seem to be a real indication that RA is afterall looking to bring in the types of players that we all want to see and with the release of two or three more fringe/squad players or players who just aren't good enough, maybe we could see another top class player coming into to the club at centre or scrum half.

Once the two overseas players arrive. I'd send him out on loan to another SL club or a top NL team. OOC at the end of the season, I cant see him getting another deal, unless he finds a position and improves on his game.
