Firstly, Celtic are two games into their season. I'm sure he will get his chance.
Secondly, no club would agree to a loan deal if it meant another club dictating their team selection.
And thirdly, as you imply, if Tyrer doesn't get picked at Celtic it will only confirm what I think we already suspect - he isn't good enough. If this is the case, then the loan will have, in a sense, served its purpose - it will have told us whether we have a super league standard player or not.
