On the occassions ive seen it people have locked themselves in a cubicle. The smoke hasn't been blown near people but disappeared up the vents above.
That stadium is big enough and has enough open spaces to be able to provide this.
I kind of have a foot in both camps, but i strongly believe the club should not be forced to pay to make a smoking area for a minority of fans. Pubs have made better smoking areas because they would seriously lose revenue if they didnt. Will the stadium lose revenue if they start to police smoking more, i doubt it.

I saw 2 dogs today killed because someone ran them over only i stopped to try and help everyone else was too $%£^ing busy to worry about them.

Oh and i don't smoke either but have got half a brain to know that if its bad or not smokers should have somewhere to go FFS its 2 degrees outside at the mo what will it be like late tonight!!!!!!

Of course you can differentiate between laws thats what the whole legal system is based on. Overcrowding in prisons would be a real problem if you was in charge

As a member of FC Voices, I will ask if it can go on the agenda for the next meeting for you for us to address the matter with John Cooper.
I have spoken to John Cooper about this when it came into being last year and he said if anyone was caught smoking in the stadium the stewards would ask them to put it out. If they were caught again then they would be thrown out.
As for the toilets he said stewards were going in at regular intervals to ensure no one was smoking in there, but its very difficult to do anything when people lock themselves into a cubicle and smoke.
It was becoming a joke in the ladies last year, everytime you opened the door a big plume of smoke came out.
