Both but I believe there is enough determination within the set up for it to succeed. Numbers we can improve and their collective heart can't be questioned.

I think the concept of the NYL needs to change if it is to continue
At this level having clubs as widespread as Cumbria,Gatehead,Hemel and Bridgend as well as Hull is a very difficult situation
I can see a situation where more NL/Championship clubs use the NYL to develop thier juniors be that by running teams themselves [ Like Celtic,Skolars and Keighley ] or by association to local amatuer clubs [ possibly Fev using the Lions and Oldham using Waterhead/saddleworth ]
Then if more clubs can be found a regionalised comp either a North [ yorkshire with gateshead and Cumbria ] south [ Lancashire with Celtic/Hemel ] or an east west
