If he is 'big big pals' with Morgs and Newton....why would Rovers need to break the bank to sign him??

It's unusual for Justin to comment on potential signings and then for us to not sign them. He normally won't comment so you'd have to think he's pretty confident its pretty close if not already a done deal

Does sound like it's done - Wigan aren't prepared to pay over the odds:
Following news of Mark Riddell’s departure at the end of the season, a quality half-back or hooker is on Maguire’s wish-list. And while Finch is a candidate, the 28-year-old is also attracting interest from other clubs including Hull KR.
While Warriors would like him on board it’s thought they are not prepared to break their own wage structure – and threaten the futures of home-grown players – in order to land him.

Meaning wigan are bolloxed with the cap next year as it is without signing any more, and not that Rovers are paying over the odds for a player

Riddell, Bailey, Pryce, Phelps and Paleaasina all probably going though, if you actually read the article. Plenty of cap space there for a sensibly priced stand off.

And of course no one in the squad is due a pay rise, so your right.
