Every other club has the same opportunity to sign overseas players as Rovers, with the exception of Lovegrove. That's the only 'dodgy' dispensation IMO.
Although the case of Stanley Gene kicked off the non-fed to fed exemption, it was not done as a favour to Rovers. It was done because it highlighted a possible case for legal action by players who had been here before the overseas quota rules were introduced and could argue that it was a restraint of trade.

My point is that, with the Lovegrove signing, they are playing outside the rules of every other club, as I can't think of any club who have had a similar ruling.

Perhaps we can agree that Rhys Lovegrove's presence in our squad, means that Rovers are currently taking advantage of an exception that has been made in the rules, rather than breaking them?
It isn't even a particular exceptional exception - other clubs have (I'm thinking of one in particular here ) and in a couple of cases still maybe do (Catalans? Celtic?) play(ed) 'outside of the rules'.
