You need to use the percentage though. I'm not arguing the point on the number of fans, we have more and over the last century it was (pretty much) ever thus so for a relative measure you need to use %s.
On the point of the attendances sliding backwards, hardly surprising since we've dropped 8 places in the league. Even so, the last 3 seasons are the 3 highest average attendances in the club's history (yes, going back to 1865).

To summarise then:
FC's crowds are 55% bigger than Rovers. We have a greater number of bandwagoners as you would expect with much bigger absolute attendances. However, using your initial methodology, we have only 40% bandwagoners compared to Rovers 52%.
