Depends on the RFL's policy more than the Home Office, doesn't it?
If they just require 'working here legally' and 'hold (in this case) Tongan passport.', it wouldn't be an issue.
He isn't changing nationality, just getting an additional one - for RFL purposes only. Based on the limited information available my
guess would be that he wouldn't require a new visa to satisfy the RFL - just a passport.
