The Golf Stand will not be condemned, as you will not pay the people to officially condemn it. Why not open all of the golf stand?
The Golf stand won't be moved to the South, as it is condemned (although not officially) so it is not worth it, and would not get a safety certificate. And would probably at that point, be officially condemned.
The South Stand in its current form, is a joke, and quite how you can state "pure case of economics" as an answer is beyond me. Noone wants to go in there = no cash or very little. IN comparison to the Golf Stand for example, I would say a hell of a lot less.
