EVERY club runs with a first team squad of 25.
These are the top 25 earners at the club and the names of these 25 must be submitted the the RFL prior to the start of the season. The salary cap for these 25 is £1.6m.
Additionally the club can use what are described as 'second tier' players but the combined salaries of all of them cannot exceed £50,000 and none of them must be in the top 25 earners. (This rule is primarily designed to allow for the selection of younger players.)
It is very likely that the younger players at Rovers who have been given contracts will be part of the 'second tier' and not part of the 25.
So there is a very good chance Rovers still have slots available in the 'first tier' list of 25 players.
There is no restriction on what can be paid to players who do not appear in the first team at any stage. So you could in theory give a young player a contract without him making the first team squad.
