It looks like a one horse race when you read the average attendances for 2010 of the clubs who have been sent an application form to be considered for a Super League licence
The minimum crowd critera is the applicants must have a minimum average home attendance of no less than 2500 during season 2009 or 2010

Featherstone 1932

Halifax 2364

I thought Halifax had managed to get their average over 2500 by some creative accounting when they played Batley, where an extra 5 million people were reported as attending *exageration

If they do manage to fiddle the attendance criteria.

They will fail on the rule that says each applicant must have a stadium with an operational capacity of 10.000
the capacity at the New Shay is 6561

At some of the games that are televised they often only use three sides of the ground & in some instances they only use one or two sides of the ground
