From the HDM - a very off season article but I guess shows how little has changed over 25 years apart from the demise of Bradford. The table below shows the 23 Super League teams and the points they have acquired since 1996.
nothing will change for a few more years until the salary cap and all the loop holes are sorted out! those rules make a hell of a difference if you have half your squad in the england/gb team, marquee rule (was fine at 1)

It’s not a percentage, it’s a flat 5k per season for full senior international appearance bonuses (2k for England Knights, £500 for youth international teams).
There were central contracts for England internationals at one point, Kallum Watkins, George Williams, Mike McMeekan and Johnny Lomax were the ones announced but 3 of those have moved clubs and don’t recall any announcements since about it so assume it’s not a thing any more?

As far as I am aware Central funding is no longer a thing. It was initially set up to prevent our top talent either moving to Union or the NRL.

thanks for clearing it up, wasnt 100% sure, i know Pearson mentioned that we'd be over the cap if it wasn't for these loopholes....so i would presume most top clubs would be too
