How can this be the right thing to do, given the leap in infection rates on merseyside and the surrounding area? I know things might have changed when the game comes around but if an area is in level 3, surely that means no games can take place

Was this supposed to be our home game or your home game? If it was yours is double daft. If it was ours I can't see why we can't use CP sewing as Wakey are using Belle Vue, Unless we've said we can't / can't be bothered to make the ground compliant? Even then, why not Headingley?

There are actually three Yorkshire derbies being played at St Helens that weekend, Leeds v Wakey and Huddersfield v Cas as well as the Hull derby.
Things may well change with the 'tiers' but as it stands six sets of players/coaches etc will be travelling from a tier 1 area to a tier 3 area when they could be playing in Leeds.

As Mike1970 said, I've given up trying to understand what's going on. Surely the KC was big enough and vast enough, with enough parkland around it to be a venue right from the off? I could kind of see the point of taking the venues down to a minimum if you were going to keep all the players in a bubble (not financially viable for RL) and using all available resources to keep those venues pristine, but this just seems to be a free for all now.

Stadia still have to apply to be used - and for rounds when there are multiple games being shown on Sky the stadia need to be compliant for up to three sets of players plus the Sky crew. The home grounds being used away from the three main ones are for non-Sky one-off games.
The derby game forms part of a group of four games being hosted by one stadium - this is so Sky don't have to have deploy multiple crews at different venues. Presumably neither Hull or Hull KR put their stadia forward to host that round - or didn't make a convincing case that it would be cost effective.
