This might cover it but it is a 'code of practise', the council have shown themselves to be toothless so i hardly think they'll do owt for a bit of tissue paper and soap.

Washing facilities
"... must include soap or other suitable means of cleaning"
It is preferable to have soap dispensers for dispensing liquid soap rather than bar soaps
"must include towels or other suitable means of drying"
which means paper towels are not required if there is a hand drying machine, in fact used properly the latter is more hygienic, sady most don't including how to wash their hands properly in any case if at all & there are a few I've seen at the KC don't bother.
