They obviously watch the matches in great detail. With regards to Mitch Garbutt: "Player reaches to make tackle on opponent. Makes contact on the lower jaw of opponent. Onfield penalty sufficient." The referee didn't award a penalty. Sneyd played the ball after a short delay....

Seems to of gone to minimal sentence here where in Auss gone to maximum , you have to penalize bad practice.
