The risk (which is an inevitable part of doing just about anything, of course) still has to go somewhere. If the company is effectively part of the council, then it's still on them. If it's a limited liability set up, it'd be on the creditors - but only if the company went pop, in which case a new company would need to be set up. Realistically the council would have to cover losses, with a get out only if things went spectacularly wrong.
That's not a problem with the arena, where I think comparisons with parks and libraries are uncontroversial. But for the stadium, covering ongoing losses would look like ongoing subsidy of Hull FC and Hull City - which would be very awkward for the council, and not a great look for the clubs.

The stadium might be a potential goldmine, for all I know. But equally, the alternative to Allam's shenanigans might be an even bigger problem.
