Howarth is on loan at Donny rather than dual reg, so I'm assuming he wasn't available. At least not at such short notice. I would imagine that he would have played had he been able to.
That doesn't alter the fact that it's an odd signing though. If you sign someone and immediately loan them out and make them unavailable then what is the point?

We've certainly made some obscure signings over the last decade. When I saw Josh Cordoba had signed for London I thought to myself "where do I know that name from?" then realised he had played for us. He's not the only one like that either.

I think the weather/lifestyle of the South of France + the different visa rulings might have something to do with that.
Looking from the outside, constantly chopping and changing your playing roster has what let you down throughtout the past few years. I often see X player joins Hull and then a couple of months later that player is either shipped out on loan or permanently, and then you sign another player to replace that player. Perhaps if you had a settled recruitment strategy and gave players time instead of getting rid of them every time they miss a tackle you might be more cohesive as a team in all departments? Just a thought.

I don't think the problem is recent arrivals, more like some players who have been here too long.
