Agree with some of your sentiments re the marketing of the competition but I don't see how playing a game that we will almost certainly lose and isn't even the final as far away from the 'heartlands' as possible could go any way to creating loyalty and excitement.
A lot of the apathy is down to the fact we simply aren't competitive, haven't been for a long time and won't be any time in the near to medium-term future at least. The RFL have effectively acknowledged this by appointing McNamara as the coach, in what other sport would someone with as poor a club record as his get a national job?
Now if there was a game featuring at least one of Eng, Aus or NZ in Hull then I'd more than likely go along, but for me international RL is something I watch to get a fix during the off season and the main thing I enjoy about it is watching the superior abilities of the Aus and NZ teams, they almost literally play a different game to the English team. You might even argue that the best bet of filling out Wembley is to put Aus vs. NZ there and market it as a showcase of the world's best rugby league players and try to generate interest and publicity in the same way that the NFL games do there.
